Thanks to the partnership among Kaniksu Land Trust (KLT), LEAP Housing and Bonner Community Housing, Idahoans now have a solution that is repeatable and scalable.

How local wages drive everything

What if wages drove the purchase price and not the market? That’s how we’re doing it in Priest River. Households at 130% AMI or below are eligible to buy any of the 6 partnership homes in The Village at River View Ridge. You must occupy the home as your primary residence. You can’t own other housing. Your home will have a lasting deed restriction.

Come again … what’s a deed restriction?

A deed restriction is a legal document, for starters. Every home has a deed. The deed restriction for these homes restricts purchases and sales to households who earn 130% Area Median (AMI) Income or below. The number changes every year based on guidance published by HUD. For 2025, a 4-person household would hit the 130% AMI ceiling at $112,510. The table below gives you a broader view of the AMI incomes by household.

More about the homes

The housing development, an infill project transforms a six-parcel plot into attainable housing for local families within an existing neighborhood. The 1,545-square-foot homes feature three bedrooms and two bathrooms, offering essential housing options for working households in the area. The housing is located in an existing subdivision called The Village at River View off of Potlatch Loop. The homes have the same floorplans as existing homes with same or better finishes. DAUM Construction is the builder.  Because the homes will be held in a community land trust (CLT), affordability is preserved for at least 99 years. LEAP is the largest provider of deed-restricted homes in Idaho, but the deed-restriction tool has been used since 1969.

LEAP Housing is a nonprofit organization dedicated to creating affordable housing solutions in Idaho. LEAP Housing works to empower communities and provide sustainable, affordable housing options for low- and moderate-income households. Bonner Community Housing Agency (BCHA) is a nonprofit organization dedicated to addressing the affordable housing needs of Bonner County, Idaho.
