REQUEST FOR STATEMENTS OF QUALIFICATIONS

DRINKING WATER FACILITY PLANNING AND DESIGN ENGINEERING SERVICES

The Malad and Hilton Water Company, Inc. (MHWC) is requesting proposals from qualified engineering firms to assist with planning, environmental, and design of drinking water system improvements. Professional services required are likely to include analysis of the existing drinking water system, preparation of a drinking water facility plan and an environmental information document, and subsequent design, project cost estimating, preparation of bidding documents, and construction observation services.

Funding sources for these services and the proposed improvements project may include Idaho Department of Environmental Quality State Revolving Funds, including drinking water planning grant and emerging contaminant funding sources.

Interested firms must demonstrate experience with small Idaho drinking water systems, familiarity with working with state and federal funding and associated compliance administration requirements and supporting public outreach and education efforts in alignment with SRF‑funded projects.

Deadline and Information. Proposals must be sent to the MHWC point of contact (POC) Cooper Atkinson – Water Quality Assistance Specialist at catkinson@idrwa.org. All submittals must be submitted to the MHWC POC by April 15th, 2026, before 5pm MT. Questions must be directed to the MHWC POC by email no later than five (5) days before the submittal deadlines. Questions will not be reviewed or responded to after April 10th, 2026. Selection of the firm will follow the qualifications-based selection process set forth in Idaho Code §67‑2320 for procurement of professional engineering services.
